At OX Place, our mission is clear: we build homes for life. As Oxford City Council’s wholly owned housing company, we were established to play a vital role in addressing the city’s housing crisis by delivering high-quality, affordable homes where they are most needed.

Oxford is a remarkable city, but it is also one of the least affordable places to live in the UK. With over 3,000 households on the council’s waiting list and a chronic shortage of affordable housing, the need for our work could not be greater. Since our formation, we’ve delivered around 500 new homes, and through our current programme we will deliver more than 1,400 additional homes across the city. Over a third of these are already on site, with the remainder at various stages of delivery. This is a bold and ambitious programme, encompassing some highly complex sites, and driven by a strong sense of purpose: to create safe, sustainable, and genuinely affordable homes that Oxford residents can proudly call their own.

We are now seeking a new Managing Director to lead OX Place into its next phase. This is a unique opportunity to shape Oxford’s future. Reporting to the Board and our shareholder, Oxford City Council, you will provide strategic leadership and be responsible for delivering our ten-year business plan. You will oversee the end-to-end delivery of our development programme – guiding each project through planning, design and construction – ensuring the highest standards of quality, design and sustainability are met.

In addition to delivering on our existing commitments, you will refresh and implement our Business Plan and help identify new development opportunities as the city continues to evolve. Your leadership will be central to our future direction and to building on OX Place’s growing reputation for making a tangible, life-changing impact on families across Oxford.

As Managing Director, you will provide visible leadership, fostering a culture of high performance, collaboration, and delivery across the organisation. Just as crucial will be your ability to work closely with elected members, council officers, and a broad range of external stakeholders. As the public face of OX Place, you will build and maintain strong relationships across Oxford’s political and development landscape, acting as a passionate ambassador for our mission.

This is an exciting and important appointment. Beyond delivering our current business plan, you will help define what OX Place becomes in the years ahead. We have long-term ambitions to expand our impact – and as the only local authority development company in Oxfordshire, our potential to do so is significant.

Terms and Conditions

Position:
Managing Director

Package:
£118,855 per annum

Annual Leave:
29 Days Plus Bank Holidays

Working hours:
Normal hours of work are 37.5 hours per week based around the usual business working week.

However, due to the seniority of this post there may be a requirement for flexibility in meeting the full responsibilities of the post. Attendance at evening meetings may be required from time to time.

Flexible working arrangements are available as well as a hybrid working model. However, there will be an expectation for office presence.

13.8 % Employer contribution
Probation and notice periods:
6 months for probation and 6 months’ notice

Location:
Hybrid working applies i.e. a combination of office based and home working

Key Dates and the Selection Process

Closing Date: Friday 25th July at 9am
The longlist will be agreed w/c 4th August. All candidates will be informed of the outcome of their application once the meeting has concluded.

First Interviews: w/c 11th and 18th August 2025
Longlist candidates will be interviewed virtually using MS Teams by a Campbell Tickell panel. Due to summer holidays we are offering a flexibility over a two weeks period.

The shortlist will be agreed: w/c 25th August 2025.
There will be 1-2-1 virtual stakeholder/shareholder sessions held with shortlisted candidates w/c 1st September 2025.

Final Interviews will be held w/c 8th or 15th September 2025 and will include a panel interview in-person at OX Place offices.
